Abstract

This article focuses on a technological tool for measuring urban vulnerability to climate change in the informal habitat, specifically applied to the Antiguo Aeropuerto slum in Uribia, Guajira. Based on the need to strengthen the governance system through a
more efficient practice and to have a territorial presence that promotes the sustainable development of the entire population, the paper aims at the inclusion and participation of marginalized indigenous communities, which have historically been displaced by
the effects of climatic phenomena, and suffered precarious living conditions.

The result is the design of an intelligent monitoring application that analyzes climatic, environmental, urban, architectural, and social conditions to create and understand a risk scenario from which urban planning and adaptation policies can be derived for the benefit of local communities and the competent authorities.
